IV. Approval of Agenda
a. Motion to approve the agenda was made by Richard Arguello and seconded by Renee Hayoz. Motion passed unanimously.
V. Approval of Minutes
a. Motion for approval was made by Les Montoya and seconded by Richard Arguello. Motion passed unanimously.
VI. Election of NERPO Vice-Chairman

VII. Updates from RPO Planners
a. Mariana Padilla NERPO Legislative Update was provided on the GRIP 2 Bill status. GRIP 2 Legislative packets were handed out to legislators including NERPO project list, resolutions, and toy cars. Governor Richardson and Lt. Governor Denish. RPO Quarterly Roundtable Meeting is scheduled for March 21st and the Transportation Commission Meeting hosted by District 4 will be March 22nd, both will be held in Tucumcari at the Convention Center. Transportation Day at the Legislature will be Tuesday, February 27th. NERPO will have a booth located in the lobby of the Round House, members are encouraged to stop by. The Local Government Road Fund (LGRF) Application deadline is March 15th. Applications should be submitted to Thomas Martinez at District 4.

VIII. District 4 Update Heather Sandoval
Heather announced that the
Transportation Commission approved all 2007 STIP changes. Les Montoya suggested
that each entity pass a Declaration of Disaster for all local and county roads
as well as for equipment damaged due to impacts of the heavy snow fall. Other
entities shared their challenges and concerns with snow removal, roadway and
equipment damages and the exorbitant costs incurred by local governments.
Richard Arguello stated that he would share the declaration passed by
Les Montoya thanked NERPO for their active support of GRIP 2. There was additional member discussion regarding the status of GRIP 2 and also the need for communities to speak with their legislators. Members attending the Legislature on Transportation Day were encouraged to meet with legislators to request their support of GRIP 2.
Members congratulated Heather Sandoval once again on her promotion as Engineer Support Manager with District 4.
IX. Project Identification Form (PIF) Presentations and Rating and Ranking. Mariana reviewed the ranking and rating process including the NERPO PIF Rating and Ranking Criteria Forms and the NERPO Draft Regional Transportation Improvement Program Recommendations (RTIPR). The (RTIPR is attached to the minutes which outline all PIF projects that were submitted by each funding category). NERPO members omitted number 5 from the PIF score sheet after discussion regarding its validity in rating and ranking projects.
a. Roadway Projects There were thirteen roadway projects presented from NERPO entities. Each entity presented their PIF project followed by questions from NERPO members and District 4 and also rating and ranking of each project.
b. Enhancement Projects There were four enhancement projects submitted. Presentations, questions and scoring were conducted.

X. Scenic Byway applicants provided presentations and answered questions pertaining to their projects. NERPO members scored each application.

d. Bridge Projects There were four bridge projects submitted. Presentations, questions and scoring were conducted
e. Safety Projects Based on the advisement of Paul Gray and Heather Sandoval NERPO will be submitting two roadway projects for safety funding. This funding is allocated on a statewide basis and projects are selected based on a criteria formula based largely on accident data.
XI. New Business
a. General Comments and Announcements by NERPO members
Vice-Chairman Richard Arguello suggested that NERPO members consider setting a limit on PIFs that each entity is able to submit per funding cycle. He asked that this be discussed at a later meeting.
